Resolution approving the sale of 0.10 acres of unimproved real property located at 2408 Vandale Avenue, to Jonathan Vick & SFLP Solo 401K Trust for $50.00; and authorizing the County Mayor to execute a quit claim deed to effect the transfer of the same. Sponsored by Commissioner David Reaves and Co-sponsored by Commissioner Melvin Burgess.

 

2.

Resolution approving the sale of sixty two County owned delinquent tax parcels, acquired from various Shelby County tax sales, to identified purchasers at various prices collectively totaling $70,400.00, pursuant to the sale provisions of Tennessee Code Annotated, Section 67-5-2507, and authorizing the Shelby County Mayor to execute quit claim deeds. Sponsored by Commissioner Melvin Burgess.

 

3.

Resolution finding that sixty-two properties, scheduled for tax sale number 1501 on June 26, 2018 pose an environmental risk or are non-conforming or non-buildable so as to allow the County Commission to advise the Clerk of the Chancery Court to not bid on such properties on behalf of Shelby County Government. 1.

Resolution lifting the contracts in excess of $50,000.00 Moratorium for the purposes of approving a contract with Unique Key Resources, Inc. in an amount not to exceed $360,100.00 for SharePoint Workflow Development to increase efficiency of business processes through automation upon execution of contract through June 30, 2019, with the option to renew for four (4) additional one (1) year periods. This item exceeds the 20% LOSB goal set forth by EOC.  This item requires the expenditure of FY2019 Information Technology Services Internal Service Funds in the amount of $360,100.00. 2.

Resolution lifting the contracts in excess of $50,000 Moratorium for the purposes of approving the purchase of pollpads in the amount of $175,000.00 from vendor KNOWiNK for use in the early voting process. Annual maintenance of $17,000 will be required starting in FY2019. This item requires the expenditure of FY2018 County General Funds in an amount not to exceed $175,000.00. ORDINANCE - SECOND READING - Ordinance fixing the tax rate for Shelby County at $4.05 for the Tax Year 2018. Sponsored by Commissioner Eddie Jones.

1.

Resolution ratifying and approving amendments in the total amount of $3,449,235.00 by the Shelby County Board of Education to their Operating Budget for Fiscal Year 2018 as adopted by the Shelby County Board of Education on April 27, 2018. This resolution amends the General Fund for Shelby County Schools (SCS) to use the sale of stock and salary savings for various operating costs for a net increase in the amount of $520,000.00; amends the SCS Special Revenue Fund to align the budget with the actual award amount for the teacher and leader effectiveness grant for a net decrease in the amount of $4,229,848.00; and amends the SCS Federal Programs Fund to align the budget with actual grant awards and functional realignments for a net increase in the amount of $260,612.00. This resolution does not increase the approved FY18 funding level from Shelby County Government. Sponsored by Commissioner Walter L. Bailey, Jr.

 

2.

Resolution ratifying and approving amendments in the total amount of $112,550.00 by the Shelby County Board of Education to their Operating Budget for Fiscal Year 2018 as adopted by the Shelby County Board of Education on May 29, 2018. This resolution amends the General Fund for Shelby County Schools (SCS) to realign budget according to projected spend at the State function level for no net change; and amends the SCS Federal Programs Fund to reflect the new award of the Gear Up 3.0 Grant in the amount of $112,550.00. Resolution lifting the Moratorium in excess of $50,000.00 and to amend the FY 2018 Capital Improvement Budget in the amount of $810,000.00 and approve a contract of sale with Scan Interiors, Inc. for the purchase of 5.22 acres of improved real property located at 1826 Sycamore View Road for $1,800,000.00; and appropriating $1,810,000.00 from the FY 2018 Capital Improvement Program Budget for the acquisition and closing costs for Health Administration relocation.  Sponsored by Commissioner Steve Basar. 2.

Resolution lifting the contracts in excess of $50,000 Moratorium for the purpose of approving ten (10) year lease, between South Memphis Alliance, Inc. and Shelby County Government, on behalf of the Shelby County Health Department, for approximately 10,000 square feet of space located at 1020 South Bellevue, Memphis, Tennessee 38106, the term amount not to exceed $985,474.88.  This item requires expenditure of FY2019 General Funds in the amount of $63,000.00 and grant funds in the amount of $27,000.00 for a total amount not to exceed $90,000.00. 3.

Resolution lifting the contracts in excess of $50,000.00 Moratorium and approving a contract in the amount of $265,000.00 between Shelby County Government and John Pruett Architects for Architectural and Engineering Design Services for the renovation of 1826 Sycamore View Road and amending the FY 2018 Capital Improvement Budget in the amount of $2,400,000.00 and approving expenditure of funds in the amount of $2,135,000.00 for the Construction Services for renovation of same. This item requires expenditure of FY18 Capital Improvement Program Funds in the amount of $2,400,000.00, and appropriates said funds. Sponsored by Commissioner Steve Basar.

 

4.

Resolution to grant a 5 foot wide, permanent, non-exclusive easement for telecommunications across County owned real property, known as Area 10 at Shelby Farms, to Bellsouth Telecommunications, Inc., a Georgia Corporation, d/b/a AT&T Tennessee, for nominal consideration, for its use to construct and maintain an underground, backbone, fiber system needed to provide and support Telecommunications Services to County Buildings located within Area 10.  Sponsored by Commissioner Mark Billingsley.
