Resolution approving the transfer of Federally Funded, County owned real and personal properties purchased for use by the Head Start Program to the Shelby County Board of Education, for nominal consideration; and authorizing the County Mayor to execute the documents necessary to affect the transfer of the same. 4.	Resolution approving the Election of Notaries Public for appointment and/or reappointment for Shelby County, Tennessee. Sponsored by Commissioner Melvin Burgess.

Resolution to amend the FY2015 Operating and Position Control Budgets of the Shelby County Drug Court to approve and appropriate grant funds from the Shelby County Drug Court Foundation in the amount of $50,000.00 for the provision of Salary and Fringe Benefits for a Peer Recovery Specialist. This item requires expenditure of grant funds in an amount not to exceed $50,000.00. Sponsored by Commissioner Terry Roland.

11:00 a.m. - Committee # 14 - DELINQUENT TAX PROPERTY

Resolution approving the sale of thirty-three County owned delinquent tax parcels, acquired from various Shelby County Trustee tax sales to identified purchasers at various prices collectively totaling $54,675.00, pursuant to the sale provisions of Tennessee Code Annotated, Section 67-5-2507, and authorizing the Shelby County Mayor to execute quit claim deeds. 1.	Resolution adopting a Shelby County Debt Management Policy and replacing the Debt Management Policy previously adopted on December 5, 2011. Sponsored by Commissioner Heidi Shafer.

2.	Resolution to adopt a Fund Balance Policy for Shelby County Government. Sponsored by Commissioner Heidi Shafer.

An initial resolution authorizing the issuance of General Obligation Bonds and General Obligation School Board of Shelby County, Tennessee, in the aggregate maximum principal amount of not to exceed One Hundred Twenty Million Dollars ($120,000,000), to be issued in one or more series, to finance or refinance public works projects in Shelby County pursuant to Section 9 21 101, Et Seq., of the Tennessee Code Annotated and in the case of bonds issues for school purposes pursuant to Section 49 3 1001, Et Seq., of the Tennessee Code Annotated; declaring the County's official intent pursuant to Treasury regulation Section 1.150-2(e) to seek reimbursement for certain Capital expenditures made with respect to the acquisition, construction and equipping of certain school facilities, public building improvements and related equipment; authorizing the issuance of bond anticipation notes in anticipation of the issuance of such General Obligation Bonds and General Obligation School Bonds pursuant to the requirements of Part 5 of Chapter 21 of Title 9 of the Tennessee Code Annotated or Capital outlay notes pursuant to Part 6 of Chapter 21 of Title 9 of Tennessee Code Annotated; and to pay the costs of issuance and sale of such bonds and providing an effective date. Resolution approving a contract between Shelby County Government and Forums, Inc. architects for providing architectural design services for roof replacement at 994 S. Bellevue Boulevard. Resolution approving a contract between Shelby County Government and Canup Engineering, Inc. for providing engineering services for site improvements – Stage 5 at 1075 Mullins Station Road. Resolution approving amendment No. 1 in the amount not to exceed $51,550.00 to the contract with Smith Seckman Reid, Inc. for the provision of additional engineering design services for Downtown District Cooling Loop. Resolution to approve a grant contract between Shelby County Government, on behalf of the Shelby County Health Department, and the State of Tennessee Department of Health, for the provision of Women, Infants and Children (WIC) and Commodity Supplemental Food Program (CSFP) Services in the amount of $29,832,400.00 for the period of October 1, 2014 through September 30, 2018, and to amend the Fiscal Year 2015 Operating Budget in the amount of $309,950.00 and the Position Control Budget in the amount of $169,609.00 and to appropriate said funds. This item requires Fiscal Year 2015 expenditure of Federal through State Grant Funds in the amount of $5,593,600.00. Sponsored by Commissioner Melvin Burgess.

Resolution to approve a grant contract from the State of Tennessee Department of Health for the development, planning and training of a Public Health Emergency Preparedness Program -- Hospital Preparedness Coalition in the amount of $709,400.00, and to amend the FY2015 Operating Budget in the amount of $354,700.00, and to appropriate said funds. This item requires Fiscal Year 2015 expenditure of Federal through State Grant Funds in the amount of $354,700.00. Sponsored by Commissioner Melvin Burgess.

Resolution to amend the FY15 Operating Budget in the amount of $80,600.00 and the Position Control Budget in the amount of $40,700.00 and to appropriate said funds awarded from the State of Tennessee Department of Health, for the provision of the Chronic Disease Management and School Health Promotion Services Program.
