A resolution approving the conveyance of two unimproved parcels of County owned delinquent tax property to Wolf River Conservancy, Inc., a Tennessee Not-For-Profit Corporation, for nominal consideration; and to authorize the Shelby County Mayor to execute Quick Claim Deeds.  Sponsored by Commissioner Eddie Jones.

A resolution approving the conveyance of one improved parcel of County owned delinquent tax property to the Alexander Group, a Tennessee Not-for-Profit Corporation, for nominal consideration; and to authorize the Shelby County Mayor to execute a Quit Claim Deed.  Sponsored by Commissioner Eddie Jones.

A resolution approving the conveyance of one unimproved parcel of County owned delinquent tax property to New Zion Missionary Baptist Church, a Tennessee Not-For-Profit Corporation, for nominal consideration; and to authorize the Shelby County Mayor to execute a Quit Claim Deed.  Sponsored by Commissioner Eddie Jones.

Resolution approving the sale of twenty-four County owned delinquent tax parcels, acquired from various Shelby County Trustee Tax sales to identified purchasers at various prices collectively totaling $127,400.00, pursuant to the sale provisions of Tennessee Code Annotated, Section 67-5-2507, and authorizing the Shelby County Mayor to execute Quit Claim Deeds.  Sponsored by Commissioner Eddie Jones.

 

5.

Resolution to convey one unimproved, County owned delinquent tax parcel acquired from Shelby County Trustee tax sale number 0902, totaling 370,260 square feet (8.50 ACRES) in size, addressed as ) Paul Barrett Parkway, to the Town of Arlington, for nominal consideration, for its use for municipal purposes including, but not limited to, a Public Works facility; and authorizing the Shelby County Mayor to execute a Quit Claim Deed.  Sponsored by Commissioner Eddie Jones.

A resolution approving the conveyance of one improved parcel of County owned delinquent tax property to Biker's & Social Clubs 4 Change, a Tennessee Not-For-Profit Corporation, for nominal consideration; and to authorize the Shelby County Mayor to execute a Quit Claim Deed.  Sponsored by Commissioner Eddie Jones.

DISCUSSION: SEEDCO (15 minutes)

Resolution amending the FY 2015 Operating Budget by transferring funds in the amount of $300,000.00 from County General Fund Balance to Parks and Grounds Maintenance to mitigate blight in Shelby County owned land bank properties and appropriating said funds. Sponsored by Commissioners Eddie Jones and George Chism.

 

10:40 a.m. - Committee # 2 - PUBLIC WORKS

 

1.

Resolution to amend Resolution No. 5 adopted on August 4, 2014, to hereby request the Board of Education of Shelby County, Tennessee agree to have Shelby County Government perform a Facilities Study of all of the Shelby County Schools Facilities with the Shelby County Schools reimbursing Shelby County for the cost of this Facilities Study in an amount up to the Shelby County Schools average daily attendance (ADA) share of the $1,800,000.00 appropriated from the Fiscal Year 2015 General Fund.  Sponsored by Commissioner Steve Basar.

ORDINANCE - THIRD READING - An ordinance amending the Shelby County Air Code Section 3-16 entitled “Open Burning” to meet the requirement recently adopted by the Tennessee Legislature and the Tennessee Air Pollution Control Board and placed in the Certificate of Exemption (COE) issued to Shelby County on May 14, 2014, under the provisions of the Tennessee Air Quality Act, T.C.A. § 68-201-115(e), to authorize an expedited process to grant waivers from open burning regulations. Sponsored by Commissioner Walter Bailey, Jr.

 

3.

ORDINANCE - THIRD READING - Ordinance by the Board of County Commissioners of Shelby County, Tennessee to amend Chapter 14.5 of the Code of Ordinances of Shelby County, Tennessee to set the Annual Emission Fee for stationary sources for emissions released in calendar year 2013 and to adjust Title V permit fees beginning in 2015. Sponsored by Commissioner Walter Bailey, Jr.

ORDINANCE - THIRD READING - Ordinance by the Board of Commissioners of Shelby County, Tennessee to amend Ordinance No. 343, adopted on August 27, 2007, entitled “Ordinance setting a term limit for the appointment of members to Shelby County Boards, authorities and commissions and county appointees to joint City/County entities of two consecutive terms or ten consecutive years whichever is longer,” to require that a majority vote instead of a supermajority vote is needed by the Commissioners to re-appoint members who serve on joint City/County Boards and Commissions beyond the terms of this ordinance. Sponsored by Commissioner Mark Billingsley.
